摘　　要：低碳经济是实现经济社会可持续发展的一种模式。中国积极实施节能减排,促进低碳经济发展,构建生态文明社会,已经成为不可逆转的时代趋势。文章结合当前形势,讨论我省发展低碳经济的制约因素,并给出一些建议。Building a low -carbon economy is achievement of sustainable development. China has taken active implementation of energy reduction, promoting low carbon economic development, and building a ecological civilized society, which has become an irreversible trend of the times. Taking into account our present conditions, this paper discussed on limited factors about development of lowcarbon economy in Heilongjiang Province and gave some proposals.
