服务行政模式:大学“去行政化”的路径选择

摘　　要：以人才培养和新知探索为己任的大学有着不同于政治行政组织或工业经济组织的组织特性和运行逻辑。但是,我国大学却直接移植和套用了政治行政组织或工业经济组织的"管理行政模式"来进行管理,这是我国大学"行政化"的根源所在。大学"去行政化"绝非等同于取消行政管理,回归"教授治校",而是在于应该确立"管理即服务"的新理念,以此来构建适合大学组织和大学活动特性的"服务行政模式"。The Brain-Trainning and exploration of new knowledge is the intrinsic characteristics of university which is different from the political organization or industrial organization＇s characteristics. University＇s bureaucratization sterms from the transplantation of regulation-oriented administrative model which is suit for the political organization or industrial organization＇s characteristics. University＇s de-bureaucratization is not quivalent to the removal of administrative management, the view of management by experts and scholars does not meet university＇s intrinsic characteristics. The feasible solution to de-bureaucratization of university is to build up a service-orientied administrative model which is suit for the university＇s characteristics.
