摘　　要：20世纪80年代农村经济体制改革以来,我国乡镇经济取得了突飞猛进的发展,但与此同时乡镇债务问题滋生蔓延并且日益恶化。而乡镇债务解决的前提是清晰地定位乡镇债务的形成原因,本文从7个方面分析了乡镇债务的形成原因,并简要介绍了债务危机最重要的预防措施——乡镇债务预警机制的构建。Since the reformation of the rural economical system in the 1980s,the village and town economy in China has been developing rapidly.But at the same time the village and town government liabilities have been spreading and deteriorating.The premise of solving the village and town government liabilities problem is to clearly define the causes of their formation.This paper analyzed the reasons for the formation of the village and town government liabilities from seven aspects,and briefly introduced the most important preventive measure of the debt crisis——the construction of its early-warning mechanism.
