高速铁路“遮蔽地”农业化利用管理初探

摘　　要：针对高速铁路正线征地范围内土地利用方式的多样性,该文采用实地调查、文献研究等方法,阐述了高速铁路"遮蔽地"的定义,分析了"遮蔽地"合理利用的原则和目标,探讨了"遮蔽地"土地使用权设定及其管理方法,最后提出了"遮蔽地"利用与管理应根据其实际使用情况,做好使用权让渡工作等政策建议。Aiming at the various use ways of land near the high-speed railway,by using the methods of field survey and literature research,this paper described the definition of shade land near the high-speed railway,analyzed the reasonable use principle and objective of the shade land,explored the enactment and management of the utilization right of the shade land,and raised some policy suggestions on the utilization and management of the shade land,such as doing the demising work of the utilization right of the shade land according to its actual use status.
