关中—天水经济区通信基础设施共建共享模式研究

摘　　要：为推进关中—天水经济区通信基础设施共建共享,提升通信资源利用率,更好发挥通信业的基础性作用,提出了适应关天经济区的共建共享模式。通过对通信基础设施共建共享的内涵、意义、存在的问题和影响因素的深入分析,并结合关中—天水经济区的实际状况,提出城区采取政府投资的第三方所有权模式,旅游景区、公共服务区采取相关管理部门投资的第三方所有权模式,农村地区采取对等置换和分区划片主建模式。根据地区、产业特点而采取不同的共建共享模式,增强了共建共享推进的灵活性、适应性和实效性。这使得经济区内通信基础设施共建共享推进的可操作性更强。In order to promote the sharing and co-construction of the telecommunications＇ infrastructure in Guanzhong-Tianshui Economic Zone,further the foundational role that telecommunications industry plays,through enhancing the utilization rate of telecommunications resources,patterns are advanced.By analyzing the connotation,significance,related theories,problems as well as the influence factors,combining with the practical circumstances in that area,the ownership patterns of the third party of the governmental investment in downtown area,and patterns of the third party of investment of related administration in scenic spots and public service area,as well as equal replacement and partitioned pattern which applied in rural area are put forward.Different patterns of sharing and co-construction carried out based on traits of local conditions and the particular sectors involved.The flexibility,suitability and the validity has been greatly improved.The maneuverability gets better.
