摘　　要：2011年《海峡西岸经济区发展规划》首次官方明确海峡西岸经济区包括粤东地区,这似乎说明不用研究粤东地区"融入"海西发展的问题,但是经济区域与行政区域的差异,经济区建设主体与非主体地位也存在不同,因此,"融入"研究十分必要。本文突破以往区域旅游合作研究的局限性,在建设共同经济区域背景下,从系统学角度研究跨行政区的旅游合作,尝试提出"粤东--海西"区域旅游合作系统的构想。2011,The Development Planning of the Economic Zone of the Western Shore of the Taiwan Straits stated clearly for the first time that the area of eastern Guangdong Province belongs to the economic zone of the western shore of the Taiwan Straits.This seems to indicate it makes no sense to discuss the problem of ＂integrated＂ development.However,due to the difference between the concept of the administrative region and the economic region,together with the difference between the status of main part and non-main part in the construction of the economic zone,research for ＂integrated＂ is necessary.In the context of building a common economic area,articles break through the limitations of the study of regional tourism cooperation,research tourism cooperation for inter-administrative from the system point,try to put forward ideas of regional tourism cooperation system for ＂the area of eastern Guangdong Province——the economic zone of the western shore of the Taiwan Straits＂.
