摘　　要：科学发展观指导下的高等教育必须以人为本,把人口负担转化为人力资源财富,合理应对高等教育大众化带来的机遇和挑战,促使高等教育实现由外延扩张到内涵的提升,充分体现高等教育的人文关怀和道德情感等。The higher education development in scientific development concept must be people-oriented,change the population burden into the wealth of human resources,respond to the opportunities and challenges from the scale expanding in higher education reasonably,enhance the higher education quality from in the expansion to in the content,and fully reflect the issues in higher education such as the humane care and ethical,emotional problems.
