摘　　要：加快和谐中原文化建设步伐,要立足于发展实际,把以人为本作为根本的出发点和落脚点,以解放和发展文化生产力为核心,以建立健全公共文化服务体系、现代文化产业体系和文化市场体系为载体,以激发文化人才的创造活力、拓展人民的文化视野为目标,以提升中原文化在公民思想道德素质建设中的吸引力和凝聚力为着眼点,进一步完善政策体系与体制、机制。Accelerating harmonious Central Plains culture construction pace,should be based on the Central Plains development,put the people-oriented as the fundamental starting point and ultimate goal,to liberate and develop cultural productivity as the core,to establish and perfect the service system of public culture,modern culture industry system and the cultural market system as the carrier,to stimulate the Central Plains culture talent of creative people of the Central Plains culture,expand the vision as the goal,to enhance the culture of the Central Plains in the citizens＇ moral quality construction of attraction and cohesion as a starting point,further to improve the policy system and the system,mechanism.
