论鄂尔多斯经济增长与民生改善的协调发展

摘　　要：西部大开发以来,鄂尔多斯经济高速增长,引人瞩目,然而高速增长的背后,却存在着居民收入与经济增长不同步、失业率上升与经济增长相伴随、公平分配与经济增长不协调、公共事业发展与经济增长不匹配等问题,这些问题的存在与主观认识、政策制定与实施以及自然禀赋差异有关。要解决不协调问题,地方政府必须采取提高认识、扩大就业、改革分配政策、完善保障体系、形成经济成果共享机制等措施。There has been a high speed growing in Ordos economy since the Western big development. It has attracted the attention from all over the world. But behind the rapid growth, the local residents＂ income and economic growth is not synchro- nized, unemployment rate rising accompanies with the economic growth, fair distribution and the economic growth is not harmoni- ous, public utilities development and economic growth do not match and so on. These problems are mainly from the subjective understanding, the policy formulation and implementation as well as the difference of natural gifts. For the coordination, the local government must improve their understanding, enlarge the employment, reform the distribution policy, perfect safeguard system and forming the sharing mechanism of economic results.
