中国低碳交通运输体系构建的必要性及治理模式探讨

摘　　要：在中国国民经济和交通运输行业持续快速发展的背景下,构建和发展低碳交通运输体系既是中国发展低碳经济和循环经济的重要支撑,也是实现交通运输行业低碳发展和可持续发展的必经之路。本文从分析交通运输体系存在的问题出发,探讨了中国发展低碳交通运输体系的必要性,结合国外低碳交通运输的实践和中国的现实情况,提出了低碳交通运输体系的构建策略和"政府—交通运输企业—社会公众"的三方互动治理模式。With the rapid development of transportation industry and Chinese economy, the construction and development of low-carbon transportation system is an important support to the development of low-carbon economy and recycling economy in China, and is the only way to realize the low-carbon and sustainable development of the transportation industry. Based on the existing problems in the transportation system, the article analyzes the necessity of developing low-cart）on transportation sys- tem. Then it puts up construction strategy of low-carbon transportation system and the three-party interaction model （govern- ment-transportation-public）.
