摘　　要：我国环境污染责任保险刚刚起步,仍处于试点阶段,试点过程中出现一些问题,制约该保险的发展。为解决试点中的问题,运用经济学分析和历史文献研究的方法,提出保险技术、法律、保险制度3方面的策略,去解决现阶段我国环境污染责任保险中的问题,对保险公司发展该保险业务提供指导,为我国发展和完善环境污染责任保险奠定了理论基础和策略支持。China＇s environmental pollution liability insurance has just started,it is still in the pilot phase.There have been some problems in the pilot process.So the development of the insurance has been restricted.In order to solve the problem of the pilot,the paper uses economic analysis and historical research methods.The paper proposes insurance technology,legal,insurance system,three aspects of the strategy to solve the present question.These strategies provide guidance to insurance companies the development of the insurance business.It establishes the theoretical foundation and strategic support for China to develop and improve environmental pollution liability insurance.
