摘　　要：对中央级科研院所基本科研业务费专项的设立背景、管理模式及执行成效进行了阐述及分析,指出专项在执行过程存在的问题并提出针对性的改进措施。The paper elaborated and analyzed the establishment background,management model and executing-effects of the fundamental research funds in central scientific research institutions,summarized the existing problems during the process of the implementation of the fundamental research funds,summed up measures to improve the management according to those existing problems.
