摘　　要：塑造良好的公务员形象,除了靠制度这种"硬"手段之外,还要靠社会主义核心价值体系这一"软权力"。公务员这一群体的特殊身份、社会主义核心价值体系的科学性及人民利益至上的内核决定了社会主义核心价值体系对于公务员形象塑造的特殊而又重要的作用。通过践行社会主义核心价值观塑造公务员形象,一要做到知、情、信、意、行的统一;二要坚持人民第一的原则和将心比心的原则;三要培育公务员精神。The image molding of civil servants depends on both the rules and the socialist core value system which is scientific and emphasizes the interests of people. The molding of civil servants can be practiced from the fol lowing aspects： to unify knowledge, emotion, faith, meaning and action together, to insist the principle that peo ple come first and the principle of transposition thinking, and to cultivate the spirit of civil servants.
