国际航行船舶压舱水卫生检疫监管措施探讨

摘　　要：船舶压载水携带外来生物和病原体造成的卫生、环保和海洋生态等问题愈来愈受到国际组织和世界各国的关注。针对目前船舶压舱水管理中存在的问题,该文通过研究国际海事组织关于压舱水管理的相关要求、《国际船舶压舱水和沉积物控制与管理公约》、《船舶压舱水管理计划》格式和内容以及对检验检疫机关核实检查压舱水管理的指导意义、欧美发达国家对压舱水管理的建议和强制措施等,探讨建立符合国际海事组织和世界卫生组织要求、科学有效、适应检验检疫机构工作要求的国际航行船舶压舱水管理的检查核实方法体系,目的是确保国际航行船舶所装载的压舱水进行了符合中国检验检疫和国际海事组织的有关要求的有效管理。More and more concern has been raised by the health, environment and marine ecological problems caused by ship＇s ballast water that take the alien biological and pathogens. Aiming at the current problems in ballast water management, this article studies relevant requirements of IMO＇s ballast water management, format and content of International Convention for the Control and Management of Ship＇s Ballast Water and Sediments, Ship＇s Ballast Water Management Plan, guiding meaning of inspection and quarantine organizaion verification of ballast water management, recommendations and compulsory measures of ballast water at European and American developed countries to establish scientific and effective verificaiton system of ballast water comply with requirements of IMO, WHO and inspection and quarantine organization, aiming at ensure ballast water in intenational ship comply with effecitve management requirements of China Inspection and Quarantine organization and IMO.
