“蓝、黄”经济区发展低碳经济的对策研究

摘　　要：该文从目前的经济增长方式、能源消费结构和环境污染状况分析了"蓝、黄"经济区(山东半岛蓝色经济区和黄河三角洲高效生态经济区)走低碳发展之路的必要性。在对国内外低碳经济理论和实践综述的基础上,提出了"蓝、黄"经济区实施低碳经济发展模式的政策措施,即加强政策引导和建立低碳经济发展的长效机制、增加碳汇、转变经济增长方式和调整经济结构、优化能源结构、增强技术研发与创新。The authors in this paper elucidate the necessity of low - carbon economy for Blue and Yellow Economic Zones （refering to the Shandong peninsulag Blue Economic Zone and the Yellow River Delta＇s Efficient Ecological Economic Zone） in terms of the economic growth mode, energy consumption structure and environmental pollution situation, and lay out the strategies of low - carbon economic development in Blue and Yellow Economic Zones.
