浅谈山东省农村新型社区建设目前存在的问题及对策

摘　　要：目前山东省各个地区都在积极推行农村新型社区建设,将农民集约居住(住楼),对腾出的宅基地进行复垦,用增加的耕地置换城镇建设用地指标。其初衷:一是改善农民居住条件;二是集约用地并解决城镇用地指标;三是有利于推进城乡结合。在实施中部分地方政府由于利益驱使导致政策走样,盲目"大跃进"和违背农民意愿,使农民利益受到严重损坏。针对上述问题,建议建立科学规划体系、农民权益保障体系以及责任追究体系来保障这项工作的顺利进行。At present, all regions in Shandong Province is carrying on new community construction in rural areas. Peasants are intensively living in buildings to spare field to cultivate again. The aim is to replace cultivated land with urban construction land. Peasants can benefit in three aspects： better living condition, getting urban land index, and promoting rural - urban combination. The author describes the intention of building new communities in rural areas, while problems are mainly concentrated in two areas, namely, profit -driven policies aliasing, blind ＂Great Leap Forward＂ and contrary to the wishes of farmers. Farmers＇ interests are seriously damaged. For that reason, the author proposes the establishment of three systems： scientific planning system, security system, the in- terests of farmers and accountability system to protect the new community building in rural Shandong Province.
