基于调查分析的新疆乡村治理绩效初探

摘　　要：在问卷调查的基础上,运用满意度分析和因子分析,对新疆乡村治理农民满意度和影响因素进行实证分析。结果表明,村干部和村民对目前乡村治理的满意度的排序相似,且村干部的满意度高于村民;村干部对农产品加工和销售、特色产品发展、农民合作组织的发展、村民收入等经济发展因子的重视程度高于村民,对干群关系、村务公开、一事一议制度、村干部选举的公开公正性等政治文化参与因子的重视程度低于村民。在调查分析基础上,提出了提高新疆乡村治理绩效的对策和路径。The main purpose of this paper was to analyze the achivements of rural governance based on questionnaire and investigation,using analysis of villagers satisfaction with rural governance and the af- fecting factor analysis in Xinjiang. The results show that the sequence of the satisfaction of villagers and the village cadres with rural governance are similar to each other,the satisfaction of village cadres are high- er than that of the villagers The village cadres payed more attention to the economic development factors such as the agricultural products processing and sales and featured products development, the development of the farmer cooperative organizations and villagers income and economic development factors than the villagers did,but the village cadres payed less attention to the relationships between cadres and masses, transparency of villages routine affairs,the system of exchanging views on the public affairs,the open and impartiality election of the village cadres than the villagers did. Based on the analysis of the survey, the countermeasures and path of improving achivements of rural governance in Xinjiang were put forward.
