摘　　要：探讨了党政关系的一个新的研究视角:党的领导、政府的管理。认为党政关系不是用简单的一个分还是不分来回答的,要想处理好二者之间的关系,更重要的是确定好各自的定位。从提出的理论依据、问题的关键、明确的意义等方面加以阐述,并提出解决这一问题的突破点:从"党管干部"到"党领导干部"。This paper mainly discusses the relationship between party and government in the light of a new research perspective：the leadership of the party and the government management.The paper elaborates that the relationship between party and government is not a simple problem of separation or not.To cope well with the relationship between them,the more important is to determine the location of the two respectively.This paper puts forward the solution of this problem from ＂the party administers cadres＂ to ＂the party leads cadres＂.
