摘　　要：从新公共管理的视角,研究了政府公共部门采用电子政务外包服务是对公众需求的回应,引入电子政务外包服务产生公共服务的内外竞争是对新公共管理要求以"企业化政府"管理的一种结果;同时电子政务外包服务是公共管理领域适应信息时代的管理方式的一种创新变革。Based on the new public management theory,the paper studies the common branch of government which is used the e-government＇s outsourcing to serve the response of the public.Serving the inside and outside competition producing public service package besides leading into e-government is one kind of the result called ＂enterprization government＂ administrative.It is responded for the new public management.At the same time it is the creative transform basing on the new public management theory in the information era.
