我国地方政府应急预案建设探析

摘　　要：应急预案在应对突发公共事件中发挥了重要作用。然而,我国地方政府的应急预案在应对突发事件中所起的作用还很有限。主要存在对应急预案建设重要性的认识不足;应急预案内容可行性差;应急预案宣传缺乏广度和深度等问题,因此,要从增强应急预案建设重要性的意识,进一步加强预案内容的针对性和可操作性,强化应急预案演练,借鉴应急预案的国际经验等方面,加强我国地方政府的应急预案建设。Contingency plans played an important role in responding to public emergencies.However,the role of local government contingency plans to respond to emergencies is still very limited.There is awareness of the importance of contingency plans for con- struction;feasibility of eontingency plans for contents of the lack of necessary drill;contingency plans for public education,training, lack of breadth and depth.Therefore,from enhanced awareness of the importance of contingency plans for the construction,to further strengthen the relevance of the plan content and operability ,strengthen the emergency response plan exercise ;learn from the interna- tional experience of the contingency plans and other aspects of contingency plans for construction to strengthen local governments in China.
