摘　　要：现行中国大学校长政府任命制的缺陷是:大学校长被界定为政府官员,而不是学术和教育领袖,任命制的保守与陈旧,任命程序的非科学化等直接诱致大学校长的行政化领导、大学校长的任职短期化、大学校长的过关意识等问题。祛除问题需对政府任命制给予改进,恰当的改进路径需要大学校长的内部培养选拔与外部遴选模式双轨并举,且需选择最佳的大学校长遴选模式。The defects of the present system of university president appointment by government are as follows： presidents being defined as officials rather than the leaders in scholarship and education, conservativeness of the appointment system and the unscientific appointing procedure, which lead to the presidents＇ administra- tion, short term of the presidency, and their mediocrity. Solutions to these problems lie in improvement on the appointment-by-government system. And the appropriate approach to the improvement requires adopting a new selection model where the most suitable person should be chosen for the presidency by combination of internal production and external selection.
