摘　　要：政府管理组织系统是一个复杂的社会系统 ,本文从系统论的角度出发 ,指出决策参与体制研究是政府管理组织系统运行设计的主要内容之一 ,分析了参与型决策体制研究应考虑的因素 ,进一步阐述了参与型决策体制研究内容、方法与步骤体系 ,以提高政府运行研究的系统性与可操作性 ,达到提高政府能力的目的。The organization system of government administration is a complex social system.Based on the system theory,this paper points out that studies on the particiation system of decision-making is one of major parts of operation designing of the organization system of government administration,analyses the relevant factors of participation type decision making,and expounds its processes,methods as well as contents,thus making the government administration studies more complete and simpler to work and increasing goverment function.
