摘　　要：立法的完善,只是保障西北少数民族妇女享有基本体育服务权利的基础,而法律的生命在于实施,法律只有通过实施才能实现其目的和宗旨,否则无异于一纸空文。所以,加强体育行政执法力度,促进和保障立法的实施,是西北少数民族妇女享有获得基本体育服务权利的必须条件。The consummation of legislation only ensures the women of western minority nationality to enjoy the rights of basic sports service,while the law aims at practice.The aim and purpose of law is realized through its enforcement.Otherwise,law is just a mere scrap of paper.So,strengthen the enforce of administration of sports,promote and ensure the implement of legislation,which is the necessity for the women minority nationality to enjoy the right of basic sports service.
