摘　　要：从解决目前我国规划体系所存在的"重经济轻社会"、"重自上而下,轻自下而上"等问题出发,以个体需求为基础,构建基于生理需求、安全需求、社交需求、尊重需求和自我实现需求的社区规划编制内容体系,包括基础设施与公共服务、社区安全与交往、社区环境质量和公众参与计划等内容,并从实施保障机制、行政架构调整等方面构建相应的实施体系,使社区规划编制与我国现有的规划体系及管理形成对接。To solve the problems which planning notices economy but ignores social,notices need from above but no below,the planning formatted with individual requirement like the physiology,safety,socialization,respect and self-actualization,including the infrastructure and public service,community and contact,environmental quality and public participation,then construct the implement system with guarantee and administration,make the community planning formation contact with the planning system and the planning management.
