摘　　要：沈北新区新城子现代农业经济区总体规划在城乡统筹的视角下,以"三农三化"—农村城镇化、农业产业化和农民市民化为发展目标,通过统筹空间格局、人口分布、产业分布、生态建设和规划管理等,探索出现代农业经济区的经营和组织模式,实施土地流转与增减挂钩,逐步建立产业互补发展体系,推进沈阳城乡统筹规划工作。Shenbei new district＇s Xinchengzi modern agricultural economic zone master plan sets three visions： countryside urbanization,agricultural industrialization,farmer citizenry development.The plan includes spatial layout integration,population distribution,industrial distribution,ecological development,and planning management.It explores modern agricultural economic zone operation and management model,connects land transition and area change,sets up complimentary industrial development system,and promotes Shenyang urban rural integrate development.
