摘　　要：政府作为上层建筑的重要组成部分,是推动一国或一地区经济社会发展的最重要的主体。服务型政府与包容性增长提出的历史背景大致同步,在基本理念和价值取向上也具有高度的契合性。包容性增长作为一种新的经济增长模式,实现的途径很多,但构建服务型政府是最根本的途径。只有构建一个良好的公共服务型政府,才能有效地推动包容性增长的实现。As the important component of superstructure, government is the most important base to promote economic and social development in a country or a region. The historical background of service government and inclusive growth is almost synchronous.Their basic ideas and values are highly combined with each other. As a new model of economic growth, inclusive growth has many ways to be realized. But the basic way is to build a service government. Only by building a good public service government can we promote the realization of inclusive growth efficiently.
