摘　　要：在我国,农村土地不但是农民的生产资料,更是农民最基本的生活保障。我国现有的产业结构、农村教育制度及农村社会保障制度的缺陷,阻碍了农村劳动力向城市的迁移,阻碍了土地基本保障向社会基本保障的演进,延缓了我国农地制度的变革。我国农地制度的变革过程必然是产业结构、农村教育制度、农村社会保障制度整体变革的过程。Rural land is not just a means of production; more importantly, it is the most fundamental livelihood for farmers. Flaws of industry structure, education and social security in rural areas have impeded the movement of labor force into urban areas, hindered the evolution from basic land security to basic social security and postpone reforming land system in China. Therefore, land system reform will inevitably promote those in industry structure, education and social security in rural areas.
