摘　　要：危机管理的重要表征就是其管理时间短暂,如何解决时间短暂问题就成为危机管理的可能切入点。应该基于管理时间的主观性和客观性特征,分别从改变人的主观认知和有效利用时间两个方面对危机管理问题提出系统性的分析思路和解决问题框架。一方面可以通过信息公开透明、公平公正处理问题个案、重塑人们正确价值观、培育公民的理性精神等方面来改变人们对管理时间的主观认知;另一方面可以通过建立危机预警机制和危机预案、提高管理者技能、实施模式化管理、以空间换时间等措施来有效利用管理时间。Short time is one of the important features in crisis management, thus how to deal with this problem becomes a possible point-cutting. Based on the subjective and objec- tive features of managing time, this article puts forward systemic analysis methods and problem-solving framework for crisis management, separately from these two aspects of changing people＇s subjective cognition and effectively using time. On one hand, we can change people＇s subjective cognition for managing time through information transparency, dealing with social problems and cases in fairness, reshaping the correct values of people and cultivating citizen＇s rational spirit and so on; on the other hand, we can take measures to make use of administrative time effectively by establishing crisis warning mechanism and crisis plan, improving the managers＇ skills, implementing stereotyped management and ex- changing space for time and so on.
