中央与地方政府间财政转移支付制度改革——基于信息不对称的博弈模型分析

摘　　要：政府间的转移支付制度是中央政府对整个国家宏观调控的需要,是协调中央政府和各级地方政府财力的一种必要措施。本文通过对信息不对称情况下中央政府与地方政府的博弈以及两地方政府对于中央资源争夺的博弈模型进行分析,认为应当确立公共产品和服务均等化与转移支付制度的发展方向,将中央与地方事权和支出范围划分制度化,并促进政府信息的公开化,以减少信息不对称的影响。The transfer payment system is the requirement of macro control;it is one of the necessary measures to coordinate the financial resources of central and local governments.With the help of analysis on the game between central and local government and the game model for fighting for central resources in the light of information asymmetry,the author believes that we should determine the direction for the development of equalization of public goods and service and transfer payment system,make the separation of central and local responsibility and expenditure to be institutionalized,and promote the openness of government information to alleviate the impact of information asymmetry.
