摘　　要：利用DEA模型分析了2009年我国31个省(自治区、直辖市)高技术产业科技活动的相对有效性。结果显示:整体来看,我国高技术产业科技活动存在综合效率偏低、技术效率不高、盲目扩大再生产等问题。从提高技术效率、集约生产规模、建立合理的评价体系等方面提出了对策与建议。This paper briefly introduces the evaluation index system of technological innovation capabilities of SMEs. And then using this evaluation index system and the method of factor analysis and cluster analysis,it quantitatively evaluates and horizontally compares the technological innovation capabilities of SMEs of 16 cities in Yangtze River Delta region,and reveals the spatial distribution and geographical features of tech- nological innovation capabilities of SMEs in Yangtze River Delta region.
