摘　　要：深入分析了土地储备过程中政府、土地储备机构以及房地产开发商三方的博弈过程,提出了基于信息博弈模型的城市土地储备经济分析方法。采用完全信息博弈模型和不完全信息博弈模型,分析了城市土地储备过程中参与者的角色类型及其经济关系,得到了土地储备过程中土地市场的政策定位。提出必须明确政府职能和土地储备机构的角色定位、明确土地的权属、合理分配土地收益、理顺利益分配关系。This paper analyzes the game among government,land-bank institutions and real estate developers in the course of government＇s landbank, and proposes the economic analysis method based on the information game model for urban land reserve. It uses the complete information game model and the incomplete information game model to analyze the participants and economic relations in the process of urban land reserve, and obtains the policy orientation of land market in the process of urban land reserve. Finally, it proposes that government should make clear the government＇s functions and the roles of land-bank institutions, and make clear land ownership, and allocate land revenue rationally, and rationalize the benefit distribution relationship.
