摘　　要：在总结淮北矿业集团袁店一井煤矿建设过程安全管理经验的基础上,根据矿井建设中出现的新问题、新情况,不断研究应用现代安全管理新理论、新技术,探索安全管理新方法、新途径,形成了面向科学发展的淮北矿业集团新井"SIEHS"全面一体化安全管理体系,为新建煤矿安全管理提供了系统的、规范的、可操作性的指导,填补了新建煤矿安全管理的空白。On the basis of summarizing Yuandian coal mine safety management experiences of Huaibei mining industry group in the construction process, according to the new problems, the new situation of mine construction, the application of new theories, new technologies for modern safety management were continually studied, and new ways, new approaches for the safety management were explored. ＂SIEHS＂ fully integrated safety management system for scientific development of Huaibei mining industry group was formed, which provided system, standardized, operational guidance for new coal mine safety management and fill the gaps for the new mine safety management.
