论城乡公共服务共生系统与发展机制

摘　　要：我国城乡公共服务统筹发展一直是农村发展的重中之重,把城市和农村的公共服务看作一个整体的共生系统,对于城乡公共服务统筹发展有重要意义。城乡公共服务共生系统构成要素有共生单元、共生模式、共生界面、共生环境。共生系统的动力是达到理想共生状态的演进规律以及系统内各个要素的共同作用力;共生系统的阻力包括共生单元兼容性差、共生界面交流不畅通、共生环境不完善。为了创造有利条件促使系统中各个要素有机结合发展,构成一个相互依存、彼此激励、共同进化的系统,应该要构建共生系统的形成机制,即利益兼容机制、界面融合机制、环境诱导机制。The overall development of the urban and rural public service in China is the most significant in the agricultural development.Regarding the urban and rural public service system as a whole symbiotic system has important significance to the overall development of urban and rural public service.There are four elements to form this system,namely symbiotic unit,symbiotic model,symbiotic interface,symbiotic environment.The force for the symbiotic system is the desired state and the joint efforts of all the common elements.The resistances of the symbiotic system include the poor compatibility of symbiotic units,the blocked symbiotic interface,imperfect symbiotic environment.In order to create the advantages to promote each elements in the system organically combine to develop through the advantages,then form an interdependent,mutual motivation and co-evolution system,it is necessary to structure formation mechanism of the symbiotic system,that is interests compatibility mechanism,interface fusion mechanism and environment induction mechanism.
