摘　　要：《图书馆战略规划编制指南》(以下简称《指南》)是国家社科基金重点项目"公共文化服务体系中的图书馆战略规划模型与实证研究"的主要成果之一。《指南》的框架结构由前言、战略准备与启动、战略分析、战略制定、规划文本的编制与发布、战略实施与评价五部分组成。本文主要从指南编制的背景、目的、过程以及内容框架等方面,具体介绍指南的相关问题。Library Strategic Planning Guide is one of the primary outcomes of the National Social and Scientific Fund Major Program, the library strategic planning models and empirical research in the public cultural service system. The frame structure of Library Strategic Planning Guide is com- prised of preface, launch strategy, strategy analysis, strategy formulation, strategy implementation and strategy evaluation. This paper mainly intro- duces the general situation of the guide and discusses some issues from the background, the purpose, the process and the content framework.
