摘　　要：借助市民卡"多卡合一"的身份识别功能,建设全市居民医疗卫生唯一主索引EMPI;通过EMPI实现全市范围内的医疗机构、公共卫生机构所有系统的互联互通,实现公共卫生信息共享。基于此完成以市民卡为介质统一全市病人电子身份标识为目标的系统平台架构设计,为全市的区域卫生信息平台的建设奠定基础。With＂multiple CARDS unity＂ identification function of Citizen cards, we establish the only residents health main index EMP1; EMPI can make all medical and public health institutions system in the whole city connected and public health information shared. Based on EMPI we reach the target of the system platform architecture design, which will lay a foundation for regional health information platform construction.
