摘　　要：铁路实行资产经营责任制后，为做好铁路军事运输工作，应建立健全军交运输法规体系，明确铁路军事运输的指令性地位；建立适应新形势下的铁路军事运输约束与激励相结合的运行机制；充分发挥兼职领导作用，加大执法与行政干预的力度；提高军交运输干部队伍的素质，保持军运工作岗位和队伍相对稳定；积极探索新时期铁路军事运输工作新路子等思考。After the implementation of responsibility system of assets operation in railway sector,in order to do the military railway transport well,it is necessary to make and amplify corresponding regulations and laws,mandatory status of military railway transport should be made clear and definite.The new military transport system should be set up which is suitable for the new situation and possesses both constraint mechanism and incentive mechanism.The adjunct leadership should be fully utilized to strengthen the law enforcement and administrative intervention.The cadre's quaility of military transport must be raised,the posts and staff of military transport should be relatively stable.The new methods should be explored positively for military transport in the new time.
