摘　　要：双向转诊制能促进病人分流、降低医疗费用和加强上下级医疗机构的合作。本文分析了基本药物制度和配套政策现行的实施状况,以及基本药物可获得性的提高来求解决双向转诊目前存在的部分问题,并提出了对提高社区基本药物可获得性的建议,为双向转诊顺利进行提供政策性的保障。Two-way referral system have optimized the distribution of patients, reduced health care costs, and promoted co- operation among different medical institutions. The status of implementing national system for basic pharmaceuticals was analyzed. And the problems in promoting Two-Way Referral System by improving availability of basic pharmaceuticals were also discussed. Base on which, some countermeasures to improve the availability of basic pharmaceuticals were put forward to promote the devel- opment of Two-Way Referral System in communities.
