摘　　要：非标静设备的特点是不能标准化、系列化,即规格参数、技术要求等普遍存在多样性化和差异性。如何使其固有特点与框架协议采购方式的核心思想结合好,也就是准确把握"量"、"价"、"质"之间的关系?通过摸索研究非标静设备的核心特点和本质规律,抓住因技术因素影响价格确定的核心,是解决问题的关键。也就抓住了制定非标静设备框架协议采购方式的核心本质。文章通过中国石化工程建设公司在工程总承包项目采购中的探索和实践,总结出了非标静设备全面拓展推广框架协议采购方式。The specialty of non-standards static equipment commonly is not in standardization and in seriation,that is to say,there are usually diversity and differences for the parameters of specifications,technical requirements etc..How to make a better combination of the inherences of non-standards static equipment with the core ideas of framework agreement procurement? In other words,it's important to accurately grasp the relations among quantity,price and quality.Through studying the core specialties and essential rules of non-standards static equipment,it is found out that the key to solve the problems is to seize the core of the price ascertained under the influence of technical elements.Hence,the core of the essence for establishing the way of framework procurement for non-standards static equipment is grasped.Through exploration and practice of SEI's procurement in its EPC projects,this paper arrived at a conclusion that such way can be popularized and promoted.
