摘　　要：目的:分析湖北省实施基本药物制度新增试点地区基层医疗机构对基本药物制度及相关政策的执行意愿及影响因素,为有针对性地提高基层医疗机构政策执行意愿提供参考。方法:对基层医疗机构负责人进行问卷调查,调查的主要内容包括政策学习意愿、政策文件可及情况、政策文件知晓程度、政策文件认知情况以及政策执行意愿。结果:多数基层医疗机构对于基本药物制度的执行意愿较强,政策学习意愿、政策学习时间、政策可及程度和政策知晓程度与政策执行意愿存在正相关关系。结论:通过提高医务人员政策学习意愿,加强医务人员政策可及性,通过多种途径促进医务人员对于政策的知晓程度;同时也需不断完善基本药物制度,从而增强其执行意愿。To analyze basic-level medic：ai institutions＇ executive willingness of essential medicine system and its influential factors, and to provide advice to improve the willingness. Methods： Using the self-designed questionnaires to investigate basic-level medical institutions＇ leaderships. Investigation contents include leaders＇ general situation, policy learning intend, policy documents accessibility, policy documents familiarity, knowledge test and executive willingness. Result： Most institutions＇ willingness are strong, and its influential factors are policy learning intend, learning time, documents accessibility and the documents familiarity. Conclusion： By strengthening the public hea- lth workers＇ wish to learn essential medicine system, improving the accessibility of documents and carrying out various ways to promote the medical personals＇ familiarity, and consummating the essential medicine system to enhance the executive willingness.
