摘　　要：作为农村社会救助制度的一项重要内容,农村最低生活保障制度的建立对于完善农村社会救助体系,推进农村社会救助制度的健康快速发展具有重要的意义。农村最低生活保障制度是在农村特困生活救助制度基础之上建立和发展起来的,其救助标准、覆盖面、制度的长效性等方面较农村特困生活救助制度又有了较大的发展,遵循的是普遍主义价值取向。As an important component of the system of social assistance in rural areas, the establishment of the system of cost of living allowances in rural areas is of great importance to the development and perfection of the system of social assistance in rural areas. The universalism-oriented system of cost of living allowances in rural areas was established and developed on the basis of the system of assistance for poverty-stricken residents in rural areas, and greater improvement has been made in terms of standard of assistance, coverage, duration of effect compared with the latter.
