摘　　要：乡镇党委是党在农村的基层组织,是农村基层政权的领导核心,是农村工作的领导者和组织者。乡镇人民政府,是农村基层国家行政机关,是乡镇人民代表大会的执行机关,也是上一级政府的下属行政机关。在新的历史条件下,加强边疆民族地区乡镇党委及基层政权建设对维护边疆稳定和促进边疆地区加快发展意义重大。As a leading core of grass-roots political power, the party committee of villages and towns is a grass-roots organization and the organizer and leader of rural works. People＇s government of villages and towns is state administrative organs and executive organs of people＇s congress, also of subordinate administrative organs. Under the new historical conditions, strengthening party committee of villages and towns and grass-roots political power construction in the frontier ethnic area should maintain the frontier steady and promote sustainable development which has the great significance.
