中国天然气主要用途使用经济价值计算——以2009年天然气使用经济价值为例

摘　　要：天然气使用经济价值是政府制定合理天然气价格调控方案和天然气利用政策、上游生产企业开发高效天然气市场和优化天然气销售结构、下游利用企业优化天然气利用结构的重要参考依据。但在天然气价格控制情况下,天然气的真实使用经济价值信号已难以自然显现。为此,基于之前发表在《天然气工业》2011年第11期的《天然气使用经济价值计算基本方法》,结合天然气各主要用途的技术经济特点,建立了适合目前中国天然气主要用途的天然气使用经济价值计算公式,并根据这些公式和实际资料对中国2009年的天然气使用经济价值进行了计算。结论认为:①天然气供求矛盾大的主要原因在于天然气价格远低于天然气使用经济价值;②宝贵的天然气资源还未得到充分的利用。建议通过制定合理的天然气利用政策和逐步理顺天然气价格等措施来解决上述矛盾,进而实现对天然气资源的充分利用。The economic values of natural gas usages are one of the most important references for the government to make reasonable regulation schemes of gas price and the policies on the natural gas utilization,for the upstream operators to develop agood gas market and optimize the gas sales structure,and for the downstream operators to optimize the gas consumption structure.However,under the present situation of gas price control,the real economic values of natural gas usages have been rather difficult to demonstrate.In view of this,based on our previously published paper The Basic Calculation Method for the Economic Values of Natural Gas Usage 【 see NGI,2011,31（11）： 1-5 】,and in combination with technological and economic characteristics of different gas usages,such calculation formula were thus developed.Then,using the formula and the actual data,we calculated the economic values of gas usages in 2009in China.From this case study,we conclude that the main reason for the great conflict between gas demand and supply lies in that gas prices are far lower than the economic values of gas usages;while the precious natural gas resources have not yet been fully utilized.It is suggested that reasonable policies should be laid down on natural gas usages and the gas pricing system should be gradually completed,thus to take good advantage of the limited natural gas resources in China.
