摘 要:随着3G业务的发展,移动网络动态策略控制成为运营商现阶段的迫切业务支撑需求。在深入研究现有策略控制及计费框架的基础上提出了一种基于PCC的融合业务策略控制及计费实现方案。流量充值卡的需求模拟实验表明,该框架与现有系统框架相比,能够较好地解决动态策略控制及融合计费的问题,减少用户投诉,提高运营效率。Centralizing and converging of charging and billing system is the important direction of system construction of the internet era.Analyzing the current provincial centralized charging and billing systems,the trends and challenges of system construction were proposed.Considering the difficulties and the achievements of this area,the paper presented a feasible technical solution and described the key points of it.With the development of 3G,the dynamic policy control of mobile network has become the urgent business requirement for the operators.On the basis of in-depth study of existing policy control and charging framework,a PCC based implementation solution for converged policy control and charging was proposed.The simulation and verification of flow prepaid card show that the framework can solve the problems of dynamic policy control and converged charging better than the existing system frameworks,thus can reduce customer complaints and improve operational efficiency.
