社区复合型管理体制建构与运行——以杭州市上城区为例

摘　　要：杭州市上城区建构的"333+X社区大服务体系",确立政府、社区以及社区的其他各类组织作为三大参与主体,搭建以"公共服务工作站提供公共服务、居委会提供公益服务、社区其他各类组织提供商业服务和便利服务,衍生X服务项目"作为复合治理体制的三大服务架构,从而实现政府与社区的协作互补,行政管理与社区自治的有效衔接,这是杭州市上城区留给社会的"浙江经验"。The ＂333＋X community service system＂ developed in Hangzhou Shangcheng District establishes the ＂government,community,and other community organizations＂ as the three main bodies to build ＂public service centers for providing public services,neighborhood committees for community services,other organizations for providing business and facilitation services,and the derivation of X services＂ as the three services of the mixed management structure.The system achieves an effective convergence of the government and community,and the complementarily of government administration and community autonomy,and is the ＂Zhejiang Experience＂ left to societies by Shangcheng District.
