欧盟在巴以和平进程中的作用分析

摘　　要：欧盟积极参与巴以谈判和巴以冲突危机处理,以经济和财政支持为主要手段、构建区域合作机制,为缓和巴以关系创造条件,提供多层次平台,积极帮助解决巴以冲突问题。然而,由于巴以矛盾的复杂性、欧盟成员国缺乏采取共同行动的政治意愿、加之美国对巴以和平进程的掌控,欧盟的影响力受到限制。在中东变局下,欧盟有必要联合中国和俄罗斯组成平衡美以关系的国际力量,提出新的巴以和平计划,为推动巴以和平进程发挥独特作用。Actively participating in the Palestine-Israel peace talks and the crisis management of conflictsbetween the two sides, the European Union also provides economic and financial support as the principal means to construct regional cooperation mechanism. The EU＇s efforts are to reduce tensions in the Palestine-Israel relation, provide multi-level dialogue platform for both sides, and play a positive role to resolve their conflicts. However, the EU＇s influence is restricted because of all the complication of the situation, the EU member states＇ lack of a political will for combined actions, as well as the US control over the Palestine-Israel peace process. The situational changes in the Middle East urges the European Union to work together with China and Russia as international powers to balance out the US-Israel combination, work out a new Palestine-Israel peace plan, and play a unique role in the promotion of the Palestine-Israel peace process.
