摘　　要：提出可利用“强制许可”的法律制度,开发未经著作权人授权使用的文献作品,并简述“强制许可”使用范围和有关法律规定。The author proposes that compulsory license as a law should be applied to justify the use of unauthorized works. The author also defines the meaning of compulsory license and the coverage of use and the legal restrictions of compulsory license.
