中国服务业产业结构调整：民生取向视角的考察

摘　　要：在经历数十年高速发展后的中国,产业结构调整面临着后危机时期国内外经济发展条件的变化、发展环境的限定,资源制约、人口红利尾声的多重约束,过往的调整取向势必需要发生改变。新语境下的产业结构调整,不仅包括经济增长方式从粗放型转向集约型,产业结构优化升级等要求,也包括经济、社会同步协调和发展成果共享的要求。由此要求中国服务业产业结构调整要与劳动者的需求相一致。在政策设计过程中,既要对中国服务业发展模式进行有理性的整体规划和顶层设计,更需要将保障和改善民生作为基本价值取向与目的所在,并从实现社会主义生产目的与共同富裕的角度,去分析研究如何以民生为导向推动中国服务业产业结构调整,尤其是要研究探讨后发地区服务业产业结构调整路径。After China＇s decades of high speed development and with industry structure adjustment faced with the changes in domestic and foreign economic development conditions,the restriction of development environment and the limitation of resources during the post economic crisis,it is inevitable for the previous adjustment orientation to have a change.The demand for industry structure adjustment in the new context include not only the economic growth mode from extensive type to intensive type and the optimization and upgrade of industry structure but also the coordination of economic and social development and the sharing of the development fruits.Therefore,China＇s service industry structure adjustment should be in accord with the demand for laborers.Policy design should not only take into consideration the rational,overall and top design of China＇s service industry development mode but also take as the basic value orientation and goals the assurance and improvement of people＇s livelihood.It also should,from the perspective of realizing socialist production and common prosperity,analyze how to promote China＇s service industry structure adjustment,and especially explore the route for the service industry structure adjustment in undeveloped areas.
