摘　　要：如果说，市场是促进技术进步的一只看不见的手，公共管理就是促进技术进步的一只看得见的手，而且是不可缺少的一只手。市场这只手可以促使企业在提高获利能力上革新技术，但推动企业通过技术进步来保障公共利益却显然乏力。Public Management is one of the most important administrative measures to push enterprises to protect public interests through technology development. This article discussed the current situation of public management of domestic heavy-duty truck industry and existing problems, and brought forward 5 factors that are deemed to build public trust for institutes and departments in concern.
