摘　　要：从环境权与自然资源权的标的———环境与自然资源———的对比分析入手 ,对环境权与自然资源权的联系与区别进行了探讨 ,证明了环境权与自然资源权是两个相对独立而不是绝对独立的部门法权 .在此基础上对环境权和自然资源权合并的理论与现实基础、合并后的法权名称、概念等问题进行了研究 .This arrticle starts with contrasting analysis of environment and natural resources,those are objects of environmental rights and natural resources rights.After making a discussion on affiliation and difference of environmental rights and natural resources rights,the author proves that environmental rihgts and natural resources rights are two relatively but not abso lutely unattached legal rights.Then the author the author makes a study on theory and realism base of oneness of environment law and natural resources law,name and conception of combined legal rights.
