从功能演绎到制度变迁:改革开放后我国体育政策的演进

摘　　要：体育政策对体育事业的发展有重要的引领作用。指出:体育功能演绎与体育政策变迁有潜在的关系。改革开放以来,我国对体育功能的认识经历了从政治功能为主到侧重经济功能,再到人的全面发展功能的过程。与之相对应,体育政策也呈现出从"竞技体育重点发展"到"竞技体育与群众体育协调发展"再到"和谐体育"政策演进过程。通过对政策过程的分析和政策效果的评价,揭示了我国体育政策的演进路径和未来发展方向。Sports policy has a great leading effect on sports.Based on structure-function theory,the paper explored the potential relationship between sports function deduction and sports policy transformation.After reform and opening-up,the understanding of sports function has gone from political function to economic function,and to the comprehensive development of individual.aports policy has emerged from the ＂focusing on the development of sports＂ to ＂coordinated development between competitive sports and mass sports＂ to ＂ harmonious sports ＂ policy evolution.Through the analysis of policy process and policy evaluation,the paper revealed the evolution of sports policy and its future direction in China.
